SUBJECT:Revision to the Sacramento Metropolitan AQMD Portion of California’s State Implementation Plan - Negative Declarations for Control Techniques Guidelines

The Staff of the Sacramento Metropolitan Air Quality Management District is proposing a revision to the District’s portion of California’s State Implementation Plan (SIP). Under the federal Clean Air Act, Section 182(b)(2)(A), the District is required to implement Reasonably Available Control Technology (RACT) for emission source categories that are covered by a Control Techniques Guideline (CTG) issued by U.S. EPA. There are no sources within the District to which the following CTGs apply:
- Control Techniques Guidelines for Automobile and Light-Duty Truck Assembly Coatings. (U.S. EPA Publication No. EPA-453/R-08-006, September 2008.)
- Control Techniques Guidelines for Fiberglass Boat Manufacturing Materials. (U.S. EPA Publication No. EPA-453/R-08-004, September 2008.)
Therefore, Staff is proposing negative declarations for these source categories that will satisfy the District’s RACT requirements.
Staff had tentatively scheduled a public hearing for February 23, 2012 if a request to hold the hearing was made by a member of the public by February 20, 2012. Staff did not receive a request to hold the hearing. Therefore, the public hearing has been cancelled. The negative declarations will be considered for adoption at the March 22, 2012, Board of Director’s meeting.
