The Board of Directors of the Sacramento Metropolitan Air Quality Management District (District) will consider the adoption of a revision to the District’s portion of California’s State Implementation Plan on February 23. The Board will consider the adoption of negative declarations for the following Control Techniques Guidelines (CTGs):

  1. Automobile and Light-Duty Truck Assembly Coatings. (U.S. EPA Publication No. EPA-453/R-08-006, September 2008)
  2. Fiberglass Boat Manufacturing Materials. (U.S. EPA Publication No. EPA-453/R-08-004, September 2008)

Under the federal Clean Air Act, Section 182(b)(2)(A), the District is required to implement Reasonably Available Control Technology (RACT) for emission source categories that are covered by a CTG issued by U.S. EPA.  The proposed negative declarations, stating that there are no sources within the District to which these CTGs apply, will satisfy the District’s RACT requirements.

The public may review and provide comments on the proposed action.  The proposed negative declarations and staff report are available on the District website and at the District office.  Paper copies can be requested by calling (916) 874-4800.  The documents can also be downloaded at the links below:

A public hearing is tentatively scheduled for February 23, 2012 at the time and location listed above. If no request for a public hearing is received the hearing will be cancelled. The hearing request must be received by February 20, 2012. Announcement of a cancellation will be made on February 21, 2012 at 3:00 p.m. Notice of a cancellation will be posted on the District’s web site, www.airquality.org, and on the District’s billboard at the entrance to the District office at 777 12th Street, Sacramento, California. A cancellation notice will also be sent by e-mail to those who have requested to receive District notices. Written comments are not subject to the February 20, 2012 deadline and will be accepted if received on or before February 23, 2012.
